Turning on RelyOnConnectionTimeoutsInsteadOfPollingRequestMaximumMessageProcessingTimeout by default #578

This is a Spike to see how our tests behave when RelyOnConnectionTimeoutsInsteadOfPollingRequestMaximumMessageProcessingTimeout is turned on by default.

This PR can be progressed when we feel we are ready to see through removing PollingRequestMaximumMessageProcessingTimeout
