I could reproduce the problem in the latest build

What happened?

The customer has notified us that they are unable to create new Target Tags in parent steps in a project's process. This is different from the behavior of standard steps where new Target Tags can be created in the process, even if they don't correspond to targets.

Reproduction

• Add a step to the deployment process
• Add a child step to that step
• Navigate to the parent step
• Navigate to Target Tags field
• Type a non-existing target tag into the field
