Two different Excommunicate options for the Americanist President #73

We already had a custom Excommunicate option before 2.5.1 added a vanilla one.

I can't find the vanilla decision to change or remove it, but I think our custom option is more interesting than the vanilla one so I'm not sure I want to remove it.

Removed the custom decision, use a hidden event and flag to send the excommunication justification event to the president every time a ruler is excommunicated.
