Not sure if this is helpfull, but I noticed the following:

the wooden sign that pops up when you finish an achievement - normally it pops up directly after your move, but in monarch mode the AI will think for 15minutes or so and then the sign (refering to your last move) will pop up and after that the AI will make its move. I hope you understand what I want to explain - I am extremely tired and on my way to the bedroom :)
