Finish Atlas DO Driver #246

this driver got started awhile back and tested through in simulation mode

upon initial testing with hardware it threw a few errors, just need to dig in a bit w/datasheet to verify commands and timing structure

not actually using d.o. on pfc4, using water temp instead
