Bacnet peripheral

• the bacnet peripheral reads several config files, publishes the temp and RH sensor values, uses the desired temp / RH values from the recipe to set points on the bacnet devices to control the HVAC.
• closed a socket in a support function which gets the machines IP
• handle converting temp to/from C / F since bacnet devices use F
• remove iptables commands, since they are not needed and they mess up UDP
