Add unapproved redirect #216

Resolves #204

@AndrewNatoli verify that this resolves #203

[x] Add unapproved redirect
[ ] ~Pull claims from the server rather than directly from firebase~
[x] Update README.md with comments around seeding firebase users

For the second item, the user does have to logout to get a new token. I added a prompt to login again if they hit the NotApproved screen. @AndrewNatoli

Attempt to login w/ unused phone # / email address
Verify that you are redirected to the Registration Page
Complete Registration
Verify that Registered page displays
Refresh Screen
Verify Registered / Not Approved page displays
Approve user with an admin
Click "Back to login" button
Login again
Verify Dashboard button displays
