chore/185198148: ropsten deprecation

[zixiang2018]

What this PR does

• replace Ropsten certs with Sepolia certs
• update tests
• upgrade to node18
• upgrade to serverless v3

Todos:

• [x] update environment variable NETWORK to Sepolia in console.seed.run for the STG environment
  • update: updated for stg, refactor
• [x] re-run pipeline to ensure everything is okay before merging
