problems with GitHub notifications #115

Issues @dcurtisatmit does not receive some notifications. For example, I @-mentioned her in a comment on a PR, and she never got notified. This same problem was also demonstrated with #75.

Improvements Dorothy should receive notifications when she's watching things or @-mentioned.
