Record repos+versions that did and did not resolve with an expansion #1962

Currently, the list of repo versions used when expanding a valueset/collection are recorded with the expansion. We also want to record (with the expansion) the list of repos[+versions, if applicable] that were referenced but that could not be resolved.

@paynejd this is deployed on QA. The API will return unresolved_repo_versions in expansion details response along with existing resolved_source_versions and resolved_collection_versions. Here is an example of response added in test
