We need to add https://github.com/apps/dco and provide a documentation in https://github.com/OpenElements/.github/blob/main/CONTRIBUTING.md

DCO checks working and I added DCO description to https://github.com/OpenElements/.github/blob/main/GOOD_FIRST_ISSUE_TEMPLATE.md
