The setProxy target in the build.xml file in the OpenSextantToolbox component of the OpenSextantRepository isn't connected to the rest of the targets. You could execute it when building just this component by issuing a command such as "ant setProxy build", but it isn't integrated into the top-level "ant build".

Will add setproxy target as "depends" to targets that require net access (ivy resolve and get based tasks)
