Tooltipps for Buttons and Icons #2360

Description

In the user interface, many buttons/icons do not have a tooltip. Therefore, it is not immediately obvious to (new) users what function/action a button has.
In most cases, you first have to click on the button to find out...

Expected behaviour

All buttons have tooltips
When hovering over the icon with the mouse, it should become noticeable as a button as intended, i.e. it should have a dark background (cf. icon tile view or save button for groups).
If possible, create tooltips with "[edit module]" so that user-defined translations work and you do not have to conjugate in German.

List

For easier handling, we have created a table: Sammlung-Tooltips-Icons.ods
This shows which icon/button should be provided with which tooltip (German and English for now).

Like @bastianjoel said in #2407 the tooltip for "Create new change recommendation" cannot be implemented right now

only a part of the needed Tooltips is implemented. Please ask @MSoeb or @Elblinator for an updated version of the still to implemented Tooltips
