Added global No and Abstain in the delegate board and single votes. Fixed delegate board to show, if a delegate has voted. Added a vote button for delegates in the assignment detail view. Changed the named voting submission. Some little fixes in the code.
TODO for @jwinzer : Hide device number in single votes for every non-votecolelctor mode, short-name should be shorter, change pdf filename to have a dash between the election title and 'singlevotes'.
