Add quick defaults for no backend

• Adds quick defaults setup page to no backend setup reducing the steps required to complete no backend setup.
• Moves STT / TTS selection to advance customized configuration
• The defaults will be picked from the preferred_stt_engine and preferred_tts_engine if they have been set by the image, if those options are blank it will pick default values from mycroft.conf from system if the image sets those, if those are also not available then it will fallback to the previous style of selection steps for stt / tts
