The admin interface for standards and templates only allos for the loading of all templates for a given standard. This means if you create a new base template, say for a new metadata fragment/submodule, to load it means reloading all templates. This produces many duplicates.
Two possible solutions - prohibit the loading of templates that already exist, or - allow the selection of which templates to load.
