OXT-978: build-scripts: Add dh-autoreconf dependency. #241

Add dh-autoreconf to debian container and in chroot environment to build libv4v (or any autotool package for that matter).

I could not get sbuild to install dh-autoreconf from the Build-Depends: in debian/control from libv4v.
