add 2022-afsc-summer Call 1 Digest as issue #79

since Approach Guide points to these as example, and Call 1 Digest is missing (cause email)

check the 4 noaa fall cohorts for digest 1 as issue and add if missing. Worth it cause we're starting NOAA mentors cohort
