terraform version and provider syntax update #459

declared dependency on hashicorp/template provider in main.tf
added .terraform.lock.hcl to .gitignore
added provider aws configuration block with region set to var.aws_region

Proposed changes

adapted terraform and provider block syntax to support newer syntax
