AOP Module #170

Add AOP as an optional feature. Required tasks:

[x] Make it optional, default on.
- Make change in config.properties
[x] Create schema AOP
- See create_user.sql
[x] Give AOP user ACL access

APEX

[x] Create Workspace AOP
- see create_workspace.sql
[x] Create APEX Workspace user AOP
- See create_user.sql
[x] Install APEX sample application
[x] Install AOP application (after sample)
[x] Setup local AOP instance or will it be via cloud service?

Documentation

[ ] Add a documentation page (add aop.md in addons/aop/README.md)

Things to consider:

Already have scripts to create Oracle users and APEX workspaces. May need to move these to the utils folder so that they are reusable by other components
Not sure how to automatically install a sample application via command line
AOP demo app: Where do we store it in the repo?
