ansible-role-libvirt-host: create volume only if it does not exist #41

Describe the Enhancement:
ansible-role-libvirt-host create a physical volume base on one harddisk, which could not be the case everytime. Would be nice to improve that.
Describe the Need:
Our test environment doesn't have this additional so it will be to achieve ASAP...
Current Alternative
not deploying :-(
