Automatic creation of collaborations when New from Template is done for certain templates #128

Create means by which one or more collaborations can automatically be established when a user does New from Template for a template which has been configured to have this feature. Lets IMs monitor and collaborate on work being done in their community.

Initially a request from Jason Tallant.

Deployed in release 2023.11.08. config.py will need to be edited as we add sites that use this capability.
