EMGAATS: Unable to create basement risk workspace if Study Area ID has colon #23

What steps will reproduce the problem?

Specify a map to produce from an EMGAATS model with a Study Area ID that
has a colon embedded

What is the expected output? What do you see instead?

Something should warn the user not to specify a study area ID that is not
allowed by the file system (EMGAATS uses the study area ID for assembling
the filename of the workspace), or convert the violating characters in the
same fashion as weird characters in URLs (e.g., like %20 for the space
character in URLs) and let the process proceed.
