Lots assigned to pipes just downstream of a bifurcation are not getting flows assigned properly #39

If a lot has a ToMLinkSan/ToMLinkStorm whose upstream node is a bifurcation or 
diversion, the water from that lot gets assigned to the bifurcation/diversion 
node. This means the flow gets placed above the actual bifurcation/diversion in 
the model instead of below as it should be.
