Adding a numpy-based basic statevector simulator.
Adding more exhaustive tests comparing simulators against the numpy basic simulator.

Please update the copyright dates of the files newly introduced to 2024.

We should merge #58 to development first, as it fixes the bug due to the API changes of cuStateVec.

Marking it as draft PR until PR #64 is merged to development. Then I'll solve conflicts and set this one as ready to review.
