Implement `damager` filter #1443

ProjectAres had a damager filter, which OCN used to filter damage from fireworks in its global include. This would be helpful for doing the same for modern PGM, and for other applications.

Main if not only use-case for this was disabling firework damage in modern, which was already implemented in #1445 so there's little point to it
