Add changelog to scoring files

Items to draft/develop:

changelog DB table/model. Possibility to use triggers, or some logic in a python script with django models.
changelog file to be generated from DB at release and placed in FTP.
a new REST API endpoint to get the list of each score version and checksums including harmonised versions.
new 'version' attribute in scoring file header.

We might need to write a post processing script to fetch the new md5 checksums as we generate them on the farm.
