Select a library to use for LDP methods
Implement various approaches to generating noise
Define the method to inject the generated noise appropriately to the dataset

@kathrynrichardson @SiddharthaHaldar @Shailesh-Pandey I have added a skeleton code for implementing Local DP using OpenDP. The code is present in the local-dp branch under notebooks/Local_DP.ipynb

Please review it when you have time and let me know if anything needs to be changed.
