Added a "minimum fee" when using the "Percentage" method. #12

Hi.

I did a little modification to the extension.

I customer needed a percentage based fee with a minimum amount.

I also included a few Spanish translations.

What do you think?

Hi there.

A week ago I modified my pull request as you asked. Is here anything else I can help you with? I already proved the plugin in a live environment and it works like a charm. If I can support you with comments about my changes feel free to ask for them.

I will delete my copy in one or two weeks to do maintenance but I think GitHub keeps a copy of the commits if they are in an active pull request. So there is no reason to hurry.
