Remove `allcomb` dependence #150

As noted in Issue #145, MATLAB manifold sampling can not be immediately included in the MATLAB CI action because it presently uses the community code allcomb. I do not yet have a means to download this dependence from Mathworks' FileExchange in the action, which requires a username/password.

This function is rather simple and, therefore, we decided that the best idea is to replace it with our own version.

Once this is done, please let me know so that I can add manifold sampling to the MATLAB CI action on the same branch.

This was handled and tested as part of Issue #145 and PR #146. Closed.
