Commit PR2 mass/inertia data to wg-ros-pkg (ros ticket #5090) #205

We should commit the PR2 inertia/mass data to wg-ros-pkg somewhere. There are multiple copies of "the" spreadsheet floating around and we should have a single place to reference them.

See #5028 for an example of why this data is useful.

[watts] I think this is something that needs to be done before Electric because of the problems users are having with the PR2 spine.

[hsu] Just added them in r52508.

Do you think pr2_description package is a good location?
