STM32H7 HITL shows flying but simulation does not leave the ground, tested Gazebo and JMAVSIM #19054

Describe the bug HITL with CubeOrange and a custom H7 fmu-v6x board both exhibit failure to properly move within the simulated flight environment.

To Reproduce Follow HITL documentation for Gazebo or jmavsim simulation environments. With H7 hardware connected over USB, configure hitl param: SYS_HITL -> HITL enabled, reboot the hardware, start start the simulation environment per the documentation, then command the simulated drone to takeoff.

Expected behavior The simulated drone should launch when given the takeoff command. Utilizing fmu-v3,v5 the simulation behaves as expected.

Same issue found on the FMUV5.
