ci: Orchestrator Hub Sync System Workflow #210

Description

This workflow will trigger every time there is new tag is published.

The workflow will invoke the sync workflow on automation-metadata-collector repo which will, in turn, synchronize docs between Terraform modules repos and the Orchestration Hub.
