Set openai api key form #3

This PR adds the ability to set openAI key directly from

[x] adds jotai for easy context-like persistent storage
[x] adds plasmo storage for secure persistent storage
[x] blocks views before setting up the api key
[ ] set secure storage password through a env variable (this could be done with a github secret + github actions)
[ ] test if api key is correct (i just thought about it)
