Rather than #313 , what one could do for allowing independent submunitions is to create a new module to allow missiles to fire from other missiles.

One use case would be MIRV, larger missile firing smaller independently targeted munitions.

But then isn't this only for ICBMs that fire small nuclear warheads?

Not only for ICBMs but also to a future weapons where a missile can drop other smart stuff with locking and aero functions.
