Personally, I can only remember it being a feature of the human-like Zeng-Hu pharmaceuticals head

Issue Description
Loaded IPC character with facial hair, updated page and facial hair is gone. No way to add facial hair with any of the head prosthetics.
What did you expect to happen?

Why is this bad/What are the consequences?
As far as I know, the Zeng-Hu head is meant to be able to have facial hair, and I can't find any PRs to suggest that this was removed on purpose. (If there is, please let me know.)
Steps to reproduce the issue.
Customize IPC character, select Zeng-Hu head prosthesis, no facial hair option.
When did the problem start happening?
I haven't used the character in a while so it could have been like this for a long time.
