3 tier wash doesn't connect to finance #322

Two problems: first, we have global parameters that need to be changed if you want to look at the 3 tier wash model. But when you make those changes and rebuild the base, you still don't see finance acting appropriately. This needs to be checked and here are the steps:

Change watsafefwdsw watsafenewsw in IFs.db Global Parameters Rebuild base Make a scenario where you push piped water globally all the way up. Run Check Infra Finance Total Spending on Safe Water. It declines.

I didn't clarify the first problem: if we have parameters that need to be changed in ifs.db to see results, that needs to be included in the definition of those parameters. Otherwise it's impossible for a user to know.
