Hovering through Draggable Passive Window #344

Description

When hovering the draggable passive window you see tooltips from behind the elements. image

Would like it so draggable window only surfaces a single tooltip

Ok, I fixed the issue...but I also did a real quick sanity check. Vanilla just...doesn't stop you from hovering over names. image It only does so when you have something consuming mouse right, such as hovering over an item slot. You can even talk to the NPC behind that UI for some reason. Who knew!
