Automatically mute cheaters #371

Problem

I'm always frustrated when I have to mute every bot/cheater that spams music and obscenities through the in-game voice channel. Extends to spam in the in-game text chat as well.

Desired Solution

An option to automatically mute cheaters (and an option to automatically mute racists as well)

This should be semi easy through editing the voice_ban.dt file. In fact several standalone implementations already exist and have existed for quite some time, e.g. https://gist.github.com/wgetJane/0bc01bd46d7695362253c5a2fa49f2e9#file-ingame_mute_bots-py
