Bug description

复现方法： 1.打开”生成边境之地“，并将“X/Z coordinate scale 倍率”设置为 1 2.创建一个世界并进入，并传送到 X/Z=3137706 的位置 3.可以发现边境之地在此生成，位置正好是默认位置（12550824）的1/4
