Add docker image specification and continuous delivery #51

Docker image installs minimum requirements. The automation will build a latest image on every push to main, and tagged image on every version tag.

@rushirajnenuji nice your PR got us a passing build, but the workflow failed downstream for some other bug I wrote :laughing:

Built an older version of coloraide on conda forge and removed the version change.
