Use /data for temporary storage in sftp service #126

The sftp service will store temporary data as uploads are performed. The default tmp storage directory is /tmp, but we want to use the attached (and much larger) /data disk instead.

This is the first of two separate PRs that will replace PR #123, as discussed in our meeting today. Once the next PR is filed, I'll close that original one.
