Complete check_refsDecl #16

Regarding the python function check_refsDecl, I think we should look for those requirements :

[ ] Checking there is a refsDecl
[ ] Checking refsDecl has a @n attribute with CTS
[ ] Checking it has at least one cRefPattern
[ ] Checking cRefPattern has a @n attribute
[ ] Checking cRefPatter has a ./p (Optional ?)
[ ] "Dream Feature" Checking the xpath given in cRefPattern returns > 1 result.
[ ] cRefPattern contains the prefix required for the namespace of the document.
