consistent look and feel in template based editing

Brief description of requested feature
currently, the group wiki lacks for common look and feel. users are
confused in using the wiki.

How to test the feature?
 * convention of adding new template/form/category
 * minimize editing efforts after importing the templates

Is there any suggestions towards completing that feature?
 * following the convention of [[help:i.thing]]
 * use a global variable for identifying the primary group of the group portal

Please provide any additional information below.

* templates are grouped by package
* shortcut box
* copy paste
