Set up Capistrano for deploying to AWS

[x] Create an AWS server instance for Beta environment
[x] Create an AWS server instance for Production environment

Deploy master branches to sweep_beta for all three repos:

[x] Bot deployment
[x] API deployment
[x] Webview deployment
