Missing license key #3

The feed doesn't currently conform to the RPDE spec because its missing a license key

https://www.openactive.io/realtime-paged-data-exchange/#-response-

The key need to be added to the response template with value of https://creativecommons.org/licenses/by/4.0/ to match the metadata on the dataset page
