Goal

Convert emotion to linaria

Todos:

[x] Convert emotion to linaria
[x] Get Options page rendering with styling

Note: there are still a few instances of emotion and a few things that need to be figured out (see comments below) but I wanted to get this one up before the end of my day and I think everything can be addressed in future PRs. Baby steps.
