Clarify parameter descriptions #39

Following up on https://github.com/PSLmodels/openfisca-uk/pull/37#issuecomment-731791010, e.g. using https://openfisca.org/doc/coding-the-legislation/legislation_parameters.html#computing-a-parameter-that-depends-on-a-variable-fancy-indexing.

One thing here related to https://github.com/PSLmodels/openfisca-uk/discussions/61 is making consistent the descriptions of personal allowances / earnings disregards when it comes to benefit phase-outs.
