update glossary for 3.0 #2584

Our tools still support all the old workflows and Bower... Is removing the terms the right thing?

I agree with Justin that we should leave in old terms (like bower) and just change "Polymer uses" to "Polymer 1.x & 2.x use ..." ... Maybe with a pointer to the replacement.
