Does localeswitcher not work on game cartridges? #20

I've been trying to set Inazuma Eleven GO 2: Chrono Stone Thunderflash (JPN version) to EUR and ES. It doesn't seem to change either of them, and I haven't found a reason why. Is it because it's a physical game cartridge? Do those not work with localeswitcher?

The Japanese version of the game likely does not support your language... however, the region setting should be working.
